  • The project lead has the overall responsibility for the strategic leadership, direction and coordination of the cross-border (Kenya-Ethiopia-Somalia) Building Opportunities for Resilience in the Horn of Africa (BORESHA)-Nabad project. The overall objective of the project is to empower stakeholders in the Mandera Triangle to enable peaceful coexistence and sustainable and climate resilient livelihoods.
  • The Project Lead will be responsible for developing and maintaining effective relationships and coordination with the BORESHA Project Management Unit (PMU), other BORESHA implementing partners, UN/NGO agencies working in the region, and government agencies in the three countries.
  • Reporting to the Chief of Party, the Project Lead is the direct supervisor of a team of technical staff overseeing the BORESHA project implementation in the three countries. The Project Lead provides support and guidance to the country project teams on project cycle management, budget management and operational functions including finance, HR, logistics and procurement. The Project Lead provides leadership to the country teams to ensure the successful implementation of the project. The Project Lead is also responsible for constantly monitoring the context to ensure that programming approaches remain relevant and responsive to community needs.

Education and Technical Competencies

  • A university degree or higher in a related discipline.
  • A minimum of 7 years of proven experience managing projects and operations in complex environments including budget holder oversight and staff management.
  • Proven experience in strategic development and programme design & implementation, monitoring, and evaluation at least for 7 years. Experience in Resilience, Market Systems, and Stabilization Programming is highly desired.
  • Practical and extensive consortium management experience with extensive knowledge of activity design, budget development/management, and documentation, tracking, and archiving. A demonstrated track record of experience with EU-funded projects is desired.
  • Result-oriented management experience of a large, diverse, and dynamic team, and a commitment to good leadership. Must have a proven ability to foster teamwork and commitment to on-the-job training/support.
  • Practical and proven skills in negotiation and conflict resolution with a wide range of stakeholders including working with government and private sector stakeholders in fragile contexts.
  • Experience in security and safety management in highly dynamic security environments.
  • Experience living and/or working in Mandera, Dollow, or Dollo Ado is strongly preferred.
  • Analytical and problem-solving skills and the ability to work independently and as a team is needed.
  • Proven excellent communication skills and fluency in written and spoken English essential. Excellent report writing skills is a must.
  • Experience managing complex activities involving coordination with multiple project partners

Coordination

  • Participate and lead in project launch and review meetings with relevant government departments. In addition, ensure the project is properly rolled out at the community level in the respective target project areas.
  • Support technical leads to establish relationships with the relevant government agencies.
  • Actively participate and represent RACIDA in coordination meetings relevant to the BORESHA project sectors with local government authorities and other stakeholders.
  • Engage with other agencies to promote better coordination and partnership.
  • Liaise with partners, local authorities, and target communities whenever it serves the objectives of the project.
  • Develop partnership and activity sequencing and layering plans with other humanitarian and development cross-border programmes, and private sector actors at the local level and coordinate with authorities in Kenya, Ethiopia, and Somalia Government levels.
  • Ensure coordination of the BORESHA project with other ongoing RACIDA supported projects to enhance complementarity and impact to the assisted people.

Project Management

  • Oversee the overall project to ensure timely spending and quality implementation of activities.
  • Ensure regular contacts with the country project teams to discuss the overall performance of the project.
  • Provide regular context updates to the country project teams to inform their activity implementation and approaches.
  • In consultation with the country teams, develop the project work plans and ensure they are implemented accordingly.
  • Coordinate with the Finance and procurement department and project officers to ensure the appropriateness of the financial, administrative and supply documentation, and ensure that activity expenditures are within the budget.
  • In liaison with the MEAL officer, ensure that activity and project reports are submitted on time.
  • Conduct regular field visits in the three countries to monitor the progress of activity implementation. Where possible, sometimes include relevant government officials in the monitoring visits.
  • Collaborate with the Communications Manger to ensure visibility and documentation of the project activities.
  • Ensure that RACIDA Complaint and Response Mechanism is rolled out during the project activities implementation.
  • Conduct regular meetings with the project staff to identify challenges, lessons learned and recommendations to the project.
  • Contribute ideas for the development of new projects.

Finance and Administration

  • Budget monitoring to ensure that activities are implemented within the planned financial scope and workplan.
  • In close coordination with finance and supply chain teams, support financial and administrative management of the programme at the field level, ensuring compliance with DRC, EU, RACIDA and national policies, rules, regulations, and systems in a timely, documented, accurate & appropriate manner; ensures that support services are cost-effective and efficient.

Logistics, Procurement, and HR

  • Work closely with the procurement officer to ensure that any planned procurement for the project is done on time.
  • Closely liaise with the procurement/logistics department to ensure that field teams are properly facilitated to carry out their activities.
  • Enhance coordination and team approach among the different country teams and resolve any conflict that may arise among the team members.
  • At the request of the Chief of party, undertake any other duties.
